The centralized structure of the organization remains the same in other words decisions flow top down via command and control mechanism, bureaucracy persists, traditional process-focused management leads the operations, long term master plans are still critical, traditional waterfall project management still dominates, sometimes silos still exist etc.

According to the complexity theorem, there is no agent in complex systems who has access to the whole. Because information is localized, and the entire information cannot be entirely centralized. To explain this, it is common to use the example of markets. No one can collect all information about the price fluctuations within a certain time since the information is generated as the result of the local actions continuously.

One advantage of a decentralized organization is the ability to refactor the workflow without changing the organizational structure. If an organization can’t regularly refactor people placement and workflow, it will fail to facilitate rapid initiatives to changes and market demands.
