The regulatory landscape you are designing against

Digital and AI transformation now has a compliance clock attached to it:

  • EU AI Act — the general application date and high-risk transition dates differ. The Commission lists 2 December 2027 for Annex III and 2 August 2028 for relevant regulated-product systems. Implementation timeline, checked 21 September 2026.
  • Article 4 AI literacy — providers and deployers must ensure a sufficient level of AI literacy among staff operating these systems. This is an organizational obligation, and it lands on the operating model rather than the architecture.
  • GDPR — purpose limitation and data minimisation constrain what training and retrieval data may be used for, which frequently invalidates the most attractive use case in a workshop.
  • Data Act — applicable from 12 September 2025, with switching and interoperability provisions that affect platform lock-in decisions.

The classification exercise is cheap and the retrofit is not. Doing it in week two of a programme rather than month fourteen is the highest-return decision available.
